Commander Tugwell was in charge of Phobos Station.

When Steven Taylor and Hazam crashed on Mars, Tugwell was reluctant to risk any men in a search for them during a violent storm on the planet. When the First Doctor finally convinced him to send a ship, Tugwell insisted on piloting it himself. (PROSE: Mars)
