Removing from category pages

Somewhere along the line, this template was altered to work on category pages. But it was never intended to be used on any other pages but articles, as the documentation indicates. The difficulty in doing so is that -- in practice, amongst the random sample of 10 category pages I went to -- it's been used primarily to say of categories, "Populate this category". That's a message applicable to every category. They all need filling with as many articles as is practicable. So it doesn't give the user any useful information, or, worse, it indicates that this category in particular and in contradistinction to others needs population.

Which just isn't true. All Categories Matter.

Also, as a matter of practicality, the category addition process is completely separated from category pages themselves. So people wouldn't likely see the message to "populate the category" when they're actually faced with the choice of adding a category. So it's exceedingly unlikely that the biased message this template sent out would have been received.

Accordingly, the category language has been stripped, and its template calls in the category namespace have been removed.
