Charles Westbrooke
Sir Charles Westbrooke was a scientist and a friend of Edward Waterfield.
In 1864, Westbrooke was distraught over the recent murder of his wife Claire. He told Waterfield that he had learned how to reanimate the dead.
In 1866, the Second Doctor, Jamie McCrimmon and Victoria Waterfield found themselves at Westbrooke's house, which was on fire as they approached it. They found Westbrooke inside, who confessed that he had reanimated several dead test subjects, including Claire. When Victoria heard Claire's last words, "Charles, what are you doing?", she realised that Westbrooke had killed his wife. He was killed when the reanimated Claire snapped his neck.
