The Fledgling Empires were some of the earliest interstellar empires in the universe during the Dark Times. They were forged through alliances formed by Gallifrey with planets or species they couldn't conquer. (PROSE: A Brief History of Time Lords) They warred against the Racnoss Empire circa 4.6 billion years BC; (TV: The Runaway Bride) they also fought the Old Ones, Nestenes, and the Great Vampires.
