Marcus Gifford was a member of the Rulers of the Universe. Bertie Potts introduced him to River Song. He thought that River murdered Jenkins. He then assumed that it was a primitive that killed him. He was killed by Jenkins. (AUDIO: I Went to a Marvellous Party)
