Mr Hartley was a mat catcher on Mondas. His family was so poor that when his wife died he sold her body on the black market. He was very proud of his daughter Yvonne when she was called up, but was appalled at what the government did to her. He helped the Fifth Doctor destroy the Cyber-Planner. (AUDIO: Spare Parts)
