First Citizen Robert Hopkins was the Chief Prosecutor to the New Protectorate, second only to the Virgin Lady High Protector herself.

He was ugly, refusing plastic surgery to improve his appearance. His pursuit of Paul Neville ironically failed when the two fell through the gateway to the higher dimensions. Somehow they returned, fused together, doomed to fight each other. (PROSE: Tomb of Valdemar)
