Tyler Steele was a disgraced journalist who washed up in Cardiff searching for a way to revitalise his career. Gwen Cooper wanted to recruit him into Torchwood Three. Later he met Jack Harkness who refused to allow him to join the team after he allowed several civilians to be killed.
