Ian MacGregor

Sir Ian MacGregor was the director of Downphilly in the 1970s. He invited the Third Doctor to attend the launch of an American space station which was actually a platform for nuclear missiles. When the Doctor learned that the station had fired missiles at a Zeron spacecraft, he and MacGregor tried to stop the attack, but were prevented from doing so. (COMIC: The Enemy from Nowhere)
