Jacondans are a race of bird-like humanoids from Jaconda

Biology

Jacondans are humanoids with large, pointed noises, grey skin, feathers instead of hair and small horns coming from their head. These feathers come in a wide variety of styles and lengths and grow in the same places as eyebrows, mustaches and beards.

One Jacondan had no horns, but no explanation was given.

History

Jacondan mythology claims that one of the queens offended the Sun God, which made him release the original Giant Gastropod. This Giant Gastropod produced many offspring, who devoured all food on the planet. The Sun God saw what he had done and relented, causing a drought that killed all of the Giant Gastropods.

Since the Giant Gastropods were true, other parts of the legend may be true or be a corrupted version of history.

This mythology was at least partly true and at least one Giant Gastropod survived. These Giant Gastropods conquered Jaconda while Azmael was in power, at some point before the 2200s. The Giant Gastropods took over Jaconda using their telepathic abilities and devoured all available plant-life on the planet. Food was scarce for the Jacondans, leading to thievery and disobedience to their masters.

In order to stop the famine, Mestor, leader of the Giant Gastropods, commanded Azmael to bring the two nearest planets into Jaconda's orbit. Azmael believed they would be used for growing food and kidnapped two geniuses from Earth, Romulus and Remus. The Doctor, Peri and Lieutenant Hugo Lang discovered this kidnap and followed Azmael to Jaconda. There, the Doctor figured out that Mestor's plan was to destroy Jaconda by sending the two planets into the sun, allowing the Giant Gastropods' offspring to be released across the universe. Azmael was able to stopped Mestor, though he was killed in the process. At this time, the Jacondans were released from the telepathic control they were under. (DW: The Twin Dilemma)
