Lucius was Gregory's go-between with the Skishtari. (AUDIO: Tsar Wars) He asked the Second Doctor to find the Skishtari egg. He created the Second Doctor clone from a sample when the Fourth Doctor was attacked by Lucius. (AUDIO: Survivors in Space)
