Maxwell Wilberforce Bell was the chief steering officer of the drill ship on which Romana II landed. He interrogated Romana, wanting to know why she was on board. He wanted to burn The Doctor's TARDIS for fuel. He told Romana that everyone had their place on the ship. He fell for a Silex trap. After the Fourth Doctor gave him the Silex control helmet, he used it to destroy the Silex but this killed him. (AUDIO: Subterranea)
