Behind the scenes
The character's name might be based on Grand Moff Wilhuff Tarkin, Imperial Governor of the systems of the Outer Rim and commander of the DS-1 battle station (the first Death Star), a notorious from Star Wars, played by Peter Cushing, who also played Dr. Who.
