Joey Carlisle was a spiv who sold things on the black market.
He had a bracelet with which he could extract the truth from people and it eventually damaged him so he could no longer lie. He didn't want his mother to talk to the Seventh Doctor, Ace and Hex. (AUDIO: Casualties of War)
