Bernie was the owner of a Magpie Electricals shop in Stepney in 1963.
The First Doctor asked him to procure some parts for the TARDIS. He delivered these parts to a warehouse. After receiving the Doctor's address at 76 Totter's Lane, he searched the junkyard for the presumed alien Doctor's spaceship, but failed. When the Doctor arrived at the warehouse, Bernie led him to Colonel Rook, who told the Doctor he planned to use the Doctor to help Britain fight in a war and Susan to help in Britain's ESP experiments.
