Flower was a young inhabitant of the city of the Elders. She and Avon gave Steven Taylor and Dodo Chaplet a guided tour of the city.
When Dodo left the tour and went to forbidden areas, Edal told Flower and Avon that they would be punished for their negligence. (TV: The Savages)
