Road works overseer

The road works overseer was in charge of a group of men digging in a road on the way to Paris. In July 1794, he grumbled about his workers to the First Doctor, but when the Doctor gave him advice on how to deal with the workers, he instead pressed the Doctor into service as well.
He was tricked by the Doctor, who knocked him out and continued his journey to Paris. (TV: The Reign of Terror)
