Sergeant Walters was a UNIT officer who served under Brigadier Lethbridge-Stewart during the Cybermen invasion of Earth. (TV: The Invasion)
At some point Walters was promoted to Captain and was placed in charge of the aircraft hangar where UNIT had been temporarily headquartered during the Cyberman invasion. The Brigadier thought he excelled at looking after the hardware at the hangar. (PROSE: The Scales of Injustice)
