Zygon High Command was the ruling body of the Zygons. Following Operation Double, Jemima and Claudette were the Zygon High Command. They were later violently overthrown and replaced by a radical Zygon faction which sought to usurp humanity, with Bonnie, who took the form of Clara Oswald, taking over the leadership of the High Command.
