Flague was the commander of a ship hunting for Dethras as he was creating a set of supersoldiers for her army. She had taken a set of submariners from the World War II for Dethras to experiment on. She believed in preemptive strikes to stop potential wars. She decided to destroy the creations as if she couldn't have one then no-one can. The Fourth Doctor made her believe that she had destroyed them. (AUDIO: Dethras)
