A dimensionally transcedental (sometimes called transcendentally dimensional) can appear larger in the inside than the outside, made possible transcendental engineering.

The Doctor once explained the principle to Leela by using the analogy of how a larger cube can appear to be able to fit inside a smaller one if the larger cube is further away, yet immediately accessible at the same time. He described this as "a key Time Lord discovery" (DW: The Robots of Death).

This implies that the exterior and the interior of a transcendental object, in this case the Doctor's TARDIS exist in sepearte dimensions.

The Doctor hmself has also humourously pointed out that dimensionally transcendental means no more than that an object is bigger on the inside than an on the outside. (BBCR: Paradise of Death?)

A Time Lord would have controlled the interior versus exterior size of their TARDIS via the dimensional stabliser (DW: The Time Meddler)
