A Presidential Inquiry was a review that could be summoned at the pleasure of the President of Gallifrey. It was a traditional privilege of a former President to summon a Presidential Inquiry should they believe that matters of Gallifreyan security were involved. The Eighth Doctor believed that the inclusion of this privilege into the Presidential Charter was to allow ex-Presidents to keep an eye on the excesses of their successors.

The Sixth and Eight Doctors demanded that President Niroc call a Presidential Inquiry into the Sixth Doctor's judicial inquiry on Space Station Zenobia. Although President Niroc had no wish to, the two Doctors told him that they questioned the legality of their deposition in absentia and could call for an Inquiry as ex-Presidents or sitting Presidents, causing Niroc to agree to the Inquiry.
