Scout 1 was a Mondasian Cyberman who, alongside a fellow Cyber-Scout, infiltrated a B-52 bomber in an attempt to capture Earth's leading scientists who were gathered aboard. However, they were defeated by the Second Doctor. (COMIC: Test Flight)

Scout 1 is not named as such in Test Flight, their designation comes from their counterpart, who identifies as Scout 2.
