Cardinal Pertinax was a Time Lord who lived during the final term in office of Lady President Romana, then in her third incarnation.
Pertinax was once supposed to meet with Narvin, the Coordinator of the Celestial Intervention Agency, in the Shrine of Pandak at sunset. Narvin walked along Pazithi Avenue accompanied by Agents Kalzon and Balmundi to meet with the Cardinal and complained that if he had known the brief walk would take so long he would have taken a TARDIS, despite the Shrine being located barely a mile from the Agency.
