The Cerulean Chapter was one of the six Chapters or Colleges of Time Lord society. The colour of their robes were a subdued light blue and they had little political power. (NA: Lungbarrow)

Creator Marc Platt says that he based this Chapter after the Green Party. The name cerulean has an obvious meaning.
