Richard Tipple was the head of a mining facility on an asteroid in 7691. He altered the computer records to cover up the mysterious disappearances of various miners. (AUDIO: The Outliers)

Author Simon Guerrier 's inspiration for the name came from his friend and fellow Doctor Who fan, Rich Tipple. Richard is most notable for his colourisation work, being one of the founding members of the Doctor Hue Colour team.[source needed]
