The Apocalypse Clock was a device created from the remnants of WOTAN. It appeared to be able to predict the exact time of a person's death. In fact, it manipulated events so the person would die. This was because the Clock was programmed to prevent the end of the world, and the individuals who it calculated would bring this about sooner it decided to eliminate. Eventually, it planned to put the Earth into stasis so it would never be destroyed. It was thwarted by Liz Shaw, her mother Emily and the Third Doctor. (AUDIO: The Last Post)
