Mr Black was the head of the Department.
In 2009, he met with a group of his colleagues to discuss the destruction of the Torchwood Hub in Cardiff. He enquired on behalf of the Prime Minister of the United Kingdom about the whereabouts of Jack Harkness and Gwen Cooper. He then asked whether they had any buyers for the alien technology taken from the Torchwood Hub. He was told that MI5 and MI6 were exploring the possible buyers. (PROSE: Long Time Dead) In 2011, he visited Rick Yates' office with an itemised list of alien technology to sell to the Americans. In his meeting with Yates', he roughed the politician up until he agreed the sign the paperwork for the sale. (PROSE: The Men Who Sold the World)
