Earth Rule 12 was a nonexistent law, made up by the Thirteenth Doctor to prevent the Judoon from killing a fugitive. According to the Doctor, this rule "clearly states" that any potential arrestee is entitled to arbitration with a third party. Her words were confirmed by "Liaison Officer" Yasmin Khan.
