An incarnation of the Doctor worked as a surgeon in a Birmingham hospital. They did not have access to their TARDIS.
This incarnation was the main character in the third Dr Who film, by Stan Demile Productions Ltd, which was at the scriptwriting stage in 1998. The writer had suggested these ideas as examples of how the film could differ from the established television programme. (NOTVALID: The Next 20 Years)
