Warder Norris was a guard working on Justice Beta. He, alongside Warder Blanc, was one of the first guards who Rose Tyler came across while imprisoned on Justice Beta. He later revealed to Rose that he was in fact an undercover agent investigating disappearances on Justice Beta, but was then killed when Blanc, who was in fact a Blathereen in disguise, snapped his neck.
