Cyber Controller was originally one of the Voord on the planet Marinus which would evolve mutated that were mutated by the effects by the Worldshaper. Some time after fully transforming into Cybermen, this particular Voord would become a Cyber-controller. The Cyber Controller would encounter the doctor again, which the Doctor would remember
