Captain Pugwash was the captain of a pirate ship inside the pages of the Radio Times.
The First Doctor once landed the TARDIS on the deck of Pugwash's ship. After perusing his copy of Who's Who, Pugwash was able to tell him that he had materialised in "the wrong century... the wrong place... and the wrong page of Radio Times!". (NOTVALID: Pugwash Ahoy!)
