It should be relocated at Gern because there is only one mention of a "cybercontroller" in the novelisation and it is implied the position is held by Cyberleader Gern

In 1986, a Mondasian Cyber-controller was based on Mondas while subordinate Cyber-Leaders led an invasion of Earth. Ultimately, however, the invasion ended in defeat as Mondas was destroyed. (PROSE: Doctor Who and the Tenth Planet)
Behind the scenes
- Previously, a Mondasian Cyber-Controller was visualised in the TV Comic stories Flower Power and The Cyber Empire, wearing a distinct cape in the latter.
