Brent Cleever was involved in the breaking up of the Organisation For Liquidation, Extermination, Terrorism and Arson on his first representative trip to Venus. As a result of this, he was approached by S, the head of the newly formed Universal Secret Service. (PROSE: This is 2065)

The name of this organisation is reminiscent the meaning of the name of SPECTRE in the James Bond franchise: the SPecial Executive for Counterintelligence, Terrorism and Extortion. However, among other modifications, it also introduces the term of Extermination, thus alluding to the Daleks' semantic cluster, although the short story does not clarifywhether the OFLETA had any direct ties to the then-fledgling Dalek Empire.
