The Vatican existed in the Shadow World as a virtual replica of the original Vatican from the Doctor's World. Like the rest of the Shadow World, it was created by the Monks, so that they could plan the perfect invasion of Earth.
The Vatican was located in Rome, Italy. It was home to the Pope, the head of the Catholic Church.
The Haereticum was considered the most secret of the Vatican libraries and contained a text known as the Veritas. It's door was guarded by a painting of Benedict IX. (TV: Extremis)
