Traken law

Traken law was the legal system of the Traken Union. It was seen as sacred by the Trakens and was interpreted by the Consuls of Traken.

The consulate

Under the law, the Keeper of Traken could only be contacted only through their consuls, who had to vote unanimously to summon him. However, it was customary for dissenters to vote the same way as the majority. (TV: The Keeper of Traken)

A little-invoked right (PROSE: Doctor Who and the Keeper of Traken) was that of Consular Privilege, by which a consul could spare others from execution and take them into their custody without having to tell their fellow consuls why. However, the consul would be executed should those under their protection break the law.

Other laws

Gatherings were lawful and it was unlawful to forcibly disperse them. (TV: The Keeper of Traken)
