The Grand Serpent was a powerful political figure. They decided the protocols for a space fleet.

The Grand Serpent met the Alforia to discuss terms. He asked that five dissidents being sheltered would be returned to face trial, the other four, all relatives of his critic Frey Sampor would suffer an accident.
