Michael Warner was an employee of Central employment bureau of New York City in 1930.

According to the November 1st 1930 issue of New York Record, Michael Warner stated that New Yorkers' had been leaving in their droves to search for work outside the city boundary. He believed recorded numbers were merely the tip of the iceberg, the true number of those abandoning New York being impossible to calculate. (TV: Daleks in Manhattan)
