Celia Turner was the head of neighbourhood watch. The Fourth Doctor and Leela met her to talk about a killer. She was actually a Land of Fiction character from Hearts and Minds 2: Turner's Revenge, and vanished when the book's spine was broken by the Crooked Man. (AUDIO: The Crooked Man)
