The Stagnant Protocol was a planet that was time locked during the Time War and was essentially forgotten about by the rest of the universe. It was attacked by an experimental weapon that rendered the entire pupation immortal, leading them to assume the Time Lords were responsible. The Master in his "War" incarnation sought to take control of this system by becoming its emperor but faced a rival: Calantha. She manipulated, lied and killed her way into a position of power until she used an engineered virus that slowly killed its host while also forcing them to relive every dark memory they had. This caused a panic and permitted her to be named Empress of the Stagnant Protocol. However, the Master managed to acquire the true virus and released it to the population. This led Calantha to agree to ally with him, but only to try and pry the cure from him through torture. When the master faked his death, Calantha sought to make an alliance with the Daleks, but the Master emerged from the crowd and exposed the truth: The weapon that was used to make them immortal had been a Dalek weapon, and that the virus the empress had used as a basis to use on her people was a Time lord weapon, but was locked away when the time lord who made it became too horrified at his creation to use it. This led Calntha to be chased by a mob of her former subjects and was exiled by the master when the people named him the next emperor. Later on, the Master sealed the gateway he created to prevent anyone from entering or leaving the system without his permission while also deciding to make a profit by charging the timelords for wanting to use it. The fate of the Stagnant Protocol after the time war is unknown.
