The Stagnant Protocol was an interstellar empire rules by an emperor and court of nobles. During the Time War it was attacked by an experimental weapon that rendered the entire population immortal but sterile, leading the Time Lords to time lock the entire empire.

History

The planet was plagued by many strains of a virus that was employed between Callantha and The "War" Master in a fight for power to become ruler of the system. The virus Calantha used came from the inspiration of an old myth that stated that a virus existed that not only killed the infected but also forced them to relive every evil act they had ever committed. The Master, however, acquired the original virus of the legend and proceeded to infect the population while vaccinating himself against it. Upon the victory of the master and being named emperor, the virus became airborne and prevented any future Dalek invasion since it was lethal to them as well.

The Stagnant Protocol also had a gateway engineered and built by the master to bypass the time lock, and while the Empress Calantha could open and close it, total control was always held by the master. After the empress was exiled, the master sealed it behind her and charged the timelords a handsome amount for wanting to use it.
