The Vaults were a series of tunnels beneath the Capitol. They contained access to the power couplings for the Eastern Capitol, at least one fluctuating access point to the Matrix, a water station and a number of unused lighting and heating ducts. The Time Lords knew it to be dangerous and rarely visited. (AUDIO: Lies)
