Hayner was a True Lord who regenerated shortly before Romana II, Leela and Narvin arrived on his Gallifrey. Lady Borusa suggested that Commander Cloris take him to investigate the disappearance of Hollis and Torvald, but he chose to go alone instead. (AUDIO: Annihilation)
