Captain Turner was a member of Torchwood Three in the 1960s alongside Charles Cromwell, Kenneth Valentine, Lucy, Lucia Moretti, and freelance agent Jack Harkness.
By 1967 he was the head of Torchwood Three. He ordered the cleanup operation for the KVI substation found in Cardiff. (PROSE: Trace Memory)
