According to Lt David Judd of UNIT, mobile telephony continued to work despite the "cross-frequency jamming wave" generated by the Consciousness's activation trigger for the mannequins. However, it sank quickly after the sheer volume of calls overloaded it, (PROSE: Operation Mannequin) with both Jackie Tyler (TV: Rose, PROSE: Rose) and one boy's father experiencing issues with their phone signal.
