A fig roll was a sweet roll containing fig. When the Doctor and Bernice Summerfield spent time on a planet hiding from the Time Lords, the Doctor brought out Nice biscuits after Bernice took the last fig roll. (AUDIO: Inertia)
The Thirteenth Doctor kept fig rolls in a biscuit dispenser, alongside garibaldis, ginger nuts, (COMIC: The Forest Bride) and custard creams, (TV: The Ghost Monument) implying that the fig roll is a biscuit.
