Baxter was an elf who worked as a safety officer for Santa Claus.
He was sent by Santa to aid the Thirteenth Doctor, Yaz, Ryan, and Graham in freeing Friffle's people from their enslavement by Krampus. Their first attempt ended with the Doctor and company having their memories of the event overwritten with differing false memories of visiting an amusement park, before supposedly being sent on their way. Baxter was forced to remain on her world, keeping a low profile until the group's inevitable return for another rescue attempt.
After they defeated Krampus, the Doctor and her friends - old and new - celebrated with a Christmas feast. (COMIC: Holiday Special)
Appearance
Like all elves, Baxter was very short in stature, and had pointy ears. He was light-skinned, with blonde hair and light blue eyes. He wielded a large candy cain, which he used as a weapon. (COMIC: Holiday Special)
