Veln was a planet surrounded by dyestrial pollution. Most Velns couldn't breathe the atmosphere for a prolonged time without a pollution mask. The pollution, which gave the planet's population genetic deformities, stemmed from an accident involving the TARDIS and a Koteem ship. (AUDIO: Creatures of Beauty) It was placed under the protection of the Galactic Heritage, who classified it as "Grade 1" because it was a site of great universal interest.
