A H2O Scoop was a method of transport over long distaces, probably about one million miles in twenty seconds, used by the Judoon to transport locations from planets were they had no jurisdiction over to neutral areas, such as uninhabited moons. (DW: Smith and Jones)

Process

The H2O Scoop process would start off as a raincloud over the location, but nowhere else. A thunderstorm would follow, which ended when the rain from the storm rose back into the cloud. After a short period and a flash of light, the location was transported.

If the destination has no oxygen to breathe, a force field was to be placed around the location to keep the inhabitants alive. (DW: Smith and Jones)
